Recent Experience

  • NZ Human Rights Commission – Chief Executive.
    • Executive leadership of New Zealand’s national human rights institution, appointed in the aftermath of a Ministerial Review by Judge (ret) Coral Shaw. This Crown entity has an annual budget of approximately $13.0 million and 80 employees.
  • Ngā Taonga Sound & Vision – Chief Executive
    • Executive leadership of an independent charitable trust responsible for collecting, preserving, and sharing precious audiovisual treasures that span 120 years of NZ history.
  • Ministry of Education - Associate Deputy Secretary Education Payroll Service
    • Rebecca was responsible for operational leadership of the education payroll post-implementation of Novopay during the remediation phase, including building a team of specialists to stabilise the fortnightly pay cycle, engaging with the education sector, managing the vendor, regular briefings to the Minister Responsible for Novopay and the Chief Executive, media management and crisis management.
    • She delivered a successful turn-around in the Novopay service, from significantly failing to a system performing within industry standards.  Rebecca played a key role in negotiating critical components of the Crown’s take over of the service from Talent2.
  • Ministry of Education – Group Manager Education Workforce
    • Rebecca was responsible for initial teacher education, attracting new teachers to the profession, data and information about workforce trends, collective bargaining with the teacher unions for the education workforce and (prior to Novopay) the education service payroll system.  In this role Rebecca led successful bargaining rounds, delivered a Māori-medium workforce review, and managed the Ministry’s media presence.
